On 29th February 2024, the DfE announced a range of reforms to help improve attendance for thousands of children across England.

Steve Wilkinson, President of the Association of Education Welfare Management, who represents those who deliver attendance support in local councils said:

"We welcomed the opportunity to work closely with the DfE to share the vast expertise of our members with improving attendance in schools and other educational provisions.

Putting these measures on a statutory footing helps reinforce the importance of school attendance and the need to ensure families receive the support they need, when they need it, working together to ensure any barriers to attendance for children are removed."

Penalty Notice Code of Conduct

The DfE and AEWM have produced a template Penalty Notice Code of Conduct to help ensure local authorities have a code of conduct in place that meets legislative requirements, as well as benefitting from the knowledge, experience and best practice of AEWM members.  Sections of the documents are marked to show where a local authority should add information specific to their policies and procedures.

Notice to Improve

The Notice to Improve has been introduced via the Penalty Notice National Framework, as an example of best practice prior to the issuing of a Penalty Notice for Sporadic Poor Attendance.  The Notice to Improve is designed to provide parents with a period of time (3 to 6 weeks) to significantly improve attendance and/or seek support.  The Notice to Improve could be sent by either local authorities or schools prior to a Penalty Notice being issued by a local authority.
